Starting from the design of the hotel, its creators actively interact with various organizations and government agencies. Depending on the region and the particular case, this list may vary. At all stages of the creation and management of the hotel, its activities are controlled by state bodies from the federal to the municipal level.

1st stage of creating a small hotel. Design

At this stage, investors have to deal with the following organizations:

the head of the Administration, who signs the order on the creation of a new hotel facility;

chief architect, approving the preliminary design and pre-project documentation;

Committee for the Protection (Protection) of Monuments (must give permission for the reconstruction of an existing building if an existing house is used for the construction of the hotel);

Rospotrebnadzor and Fire Supervision authorities, as well as other members of the so-called Interdepartmental Commission, which, in addition to these organizations, includes representatives of the district architect, construction committee, etc., which approve the hotel’s design;

city ​​organizations of Vodokanal and electricity supply, which should coordinate the hotel project with a view to providing the hotel with the necessary volumes of electricity and water.

To work effectively with these organizations, investors should bring in an architectural workshop that has all the necessary licenses, including for architectural and technical supervision, as well as specialized organizations with the right to conduct electrical tests, soil testing, land management, etc.

2nd stage of creating a small hotel Construction (reconstruction), decoration and equipment

At this stage, investors who have received all the necessary building permits have to deal with the authorities of the Federal Service for Supervision of Consumer Rights Protection and Fire Safety and Supervision, which verify compliance with all necessary standards during construction.

At the same stage, work begins with the most difficult and unpredictable partner - a construction organization. The clearer the design stage, the easier it is to monitor the work of builders, provided that the investor or management company is constantly present at the facility. The tasks of the latter include continuous monitoring of the compliance of the actual construction with the architectural design. In addition to the construction organization, cooperation begins with suppliers of equipment and hotel equipment. The main thing here is to ensure the temporary compliance of the supply and decoration of the hotel. Most often, two inconsistencies arise:

suppliers are ready to import and install

3rd stage of creating a small hotel. Commissioning of the property by the state commission

Here again, there is a meeting with the Interdepartmental Commission, which should sign an act on the compliance of the constructed object with the approved project documentation and all regulatory acts. After receiving such a document, it is necessary to register the object as a hotel in the city registration office in order to receive an account number and certificate.

The 4th stage of creating a small hotel. Obtaining various certificates, licenses and permits

Hotel services do not require licensing and certification. However, in some cases, the hotel requires voluntary certification and classification.

The hotel wants to receive a certain category (stars) - for this it is necessary to pass certification for compliance with hotel services and the classification of Rostourism.

The hotel works with foreign guests and needs to provide them with visa support. This is possible only upon receipt of the so-called reference number at the Ministry of Foreign Affairs of the Russian Federation. Such a reference number can only be obtained by a travel company, which will need to be opened at the hotel, and then apply for a reference number.

5th stage. Hotel work

When the hotel is already working and receiving guests, it continues to actively interact with government agencies:

tourism management authorities in the region (city) - general control over the hotel;

tax inspection - control of the correctness of accounting and payment of taxes, duties and other payments to the budget, cash discipline;

bodies of fire supervision - monitoring the implementation of fire safety requirements;

bodies of Rospotrebnadzor - control of the sanitary condition of the facility, compliance with sanitary standards, as well as monitoring the implementation of the law on the protection of consumer rights;

bodies of the migration service - compliance with legislation in the field of registration of foreign citizens;

bodies of the Ministry of Internal Affairs - compliance with legislation, control of registration of Russian citizens;

City Labor Commission - monitoring the implementation of labor legislation.
