The Black Sea beaches of the Krasnodar Territory are rented out. However, investors who are ready to wipe their noses to Turkish colleagues are still few: for 11 months of rent, the necessary investments are difficult to pay off.

Those who visited the Black Sea coast of the Krasnodar Territory, not only at the height of the tourist season, probably remembered desert beaches with demonic concrete structures. Abandoned dull canopies with piled up sun loungers. The remains of summer umbrellas directed to the sky and wooden booths slamming the doors with the eternal symbols "M" and "F" ... The spectacle, I must say, is strong.

Numerous tourists - either according to Soviet habit, or having bought on active advertising campaigns of Russian resorts - still go and go "south", although studies by tourism market analysts show: next year, three of the best are ready to return to the delights of Russian resorts four vacationers. And it’s not only the cost of services, which often exceeds the price of an average ticket to Egypt or Turkey, but also in neglected, poorly maintained, shivering beaches.

The problem was attended by local authorities. In the spring of 2005, the governor of the Krasnodar Territory Alexander Tkachev ordered the creation of an interagency commission, which included representatives of the regional Department for the integrated development of resorts and tourism, regional architecture authorities, Krasnodar coast protection, the Kuban Basin Water Authority, and coast guard agencies. The commission's task was to conduct a tender for the lease of land intended for the improvement and operation of beach areas. Then the commission chose a number of sites with high traffic, but staying in a state of neglect.

The commission included 28 beach territories of Anapa, Gelendzhik, Sochi, Novorossiysk, Tuapse and Tuapse district in the list and held a tender for the right to operate the Black Sea beaches. But the reaction of entrepreneurs was sluggish. Only 15 sites aroused their interest and were leased for a period of 11 months. The regional authorities did not dare to conclude long-term contracts. Say, you need a trial period to check tenants for solvency and "seriousness of intent." However, in response to good governance, compliance with all clauses of the contract and “diligent behavior”, the commission promised to extend the contract for another five years.

As the correspondent of the Krasnodar Business Magazine found out, last year many of the entrepreneurs considered the decision to hold a tender to be hasty, since the rented beaches had to be completely put in order and landscaped in literally one and a half to two months. This year the situation was different: according to the regional authorities, the rent of beaches justified itself, and the next tender was announced in advance - at the end of January.

58 territories were put up for the competition, three of which remained in the hands of tenants who won the tender last year. At the same time, some entrepreneurs did not want to renew the contract themselves, and with someone the contracts were terminated due to non-compliance with the conditions - the vacated plots were again put up for tender.

Finally, the tender ceased to have a pronounced local, regional character: the project received wide informational support, so even capital investors began to show interest in renting Black Sea beaches. Nevertheless, the Department for the Comprehensive Development of Resorts and Tourism of the Krasnodar Territory believes that the competition will still be more interesting for local entrepreneurs than for businessmen from Moscow and other regions - the deadlines for setting up beach areas are too short. At the same time, according to employees of the Department, the tender commission is not going to give any special preferences to “their own people”: “It all depends on the project submitted to the tender and the amount of investment that future tenants are ready to invest in arranging the beach.” Be that as it may, this year on

In accordance with the terms of the competition, entrepreneurs are invited to rent already outlined beach areas. Any legal entity can take part in the competition, and the package of documents for participation includes an application, constituent documents, certificates of state registration and tax registration, financial statements for the previous year and a draft project for improving the beach.

The conditions for using the beach area are simple. First of all - free access to the leased territory. The equipment of the beaches “should correspond to their functional purpose and provide optimal conditions for the stay of vacationers”. All structures on the beach, including seasonal ones, cannot occupy more than half of the territory and should be located evenly along the line of the beach, and all communications to beach complexes should lie underground.

On the beaches there should be rescue stations, drinking fountains, showers, toilets, changing rooms - with the corresponding buildings and utility rooms that support their activities. The objects of a small retail network for the sale of food products (confectionery, drinks, etc.) in factory packaging and industrial resort goods are also allowed. In addition, the tenant is required to maintain the rented beach area in good condition throughout the calendar year, and not only in the summer period.

This is the minimum that is determined by the terms of the competition, but the maximum, according to the Department, is not. Everything is in the hands of the tenant, or rather, in his wallet. Although the main problem for businessmen is the rental period of 11 months.

Even presenting the most spectacular project to the competition, one should not forget that the deadline is minimal, while the active beach time is only four months. And whether the contract will be extended specifically with you remains a question.

As such, renting a beach is not at all a wonder for the coastal cities of the Krasnodar Territory. Only earlier everything was done according to the will of the municipal authorities, and now the tender “rules” the distribution of territories. According to one of the inhabitants of a small Black Sea town, who for several consecutive seasons rented a beach under an agreement with local authorities, this year he is unlikely to take it on. The authorities put too many conditions, practically not promising anything in return. Meanwhile, the tender committee does not hide that it prefers projects based on the capital improvement of the beach.

For the complex development, which involves the construction of the embankment, the installation of lamps, showers, round-the-clock comfortable cafes, dance floors, attractions, the tenant will need communications, but they can’t pay for them in 11 months. It turns out a vicious circle: because of the short rental period, it makes no sense to invest, and you will not spend money on arranging - the rental will not be extended. Yes, there are no guarantees, which in this case will be extended. At the same time, the tenant falls under the scrutiny of state structures: sanitary-epidemiological surveillance, environmental protection committee, coast guard, trade inspection, and each case finds what to complain about, what to fine. And this is a signal for the competition commission.

The notorious 11 months are explained not only by the suspiciousness of the contest organizers. It remains a big question and how legislatively the initiative of the Krasnodar authorities is supported, since one hundred meters of the coastal zone, according to the law, is “federal” and does not belong to the Territory. Can the tenant be sure that neither the local authorities nor the federal authorities will drive him out, even if he won the tender or extended the contract with him, for example, for five years? According to employees of the Department, “this issue is now being discussed by the federal and regional authorities.”

In the meantime, all entrepreneurs who decide to experiment, hope for a long-term lease.

- We learned about the competition from the local press. They decided to take a chance, because they felt the interest of the administration in the improvement of the beach. We organized a commercial enterprise LLC Tuapse Business Resort to manage the beach and its reconstruction, ”recalls Svetlana Ermolenko, chairman of the Beach Entrepreneurs organization. - A project was submitted to the competition according to which the territory is divided into three zones: for youth recreation, for children and for families. From 2006, the fourth VIP zone will be opened, the entrance to which is paid. Here, vacationers will receive a higher level of service, starting with inventory and ending with individual service.

On the beach, rented by Tuapse Business Resort, obligatory first-aid post, rescue tower, toilets and changing rooms appeared. Underground communications were held - sewage and electricity, drinking columns, urns and awnings were installed; two playgrounds and a parking lot were built. Over one and a half million rubles were spent on the implementation of the first part of the project. Will it really pay off?

While the beach was under the management of the municipal unitary enterprise, the townspeople almost did not visit it, the local treasury suffered losses - 360 thousand in 2004. However, the situation changed when the “Beach Entrepreneurs” project was launched: a well-maintained area attracted vacationers, their number increased by 40%.

- Tenants should take beach arrangement seriously if they are visionary and interested in the influx of visitors. The more of them, the more opportunities to earn, ”says Svetlana Ermolenko. - Of course, many are afraid of the short rental period - there is a risk of not returning the invested money. In my opinion, fifteen years is the ideal rental period for large projects. We have the opportunity to build a water park, an investor was found, but not a single sane person will invest heavily in this project without proper guarantees from the authorities.

Getting a beach to rent is not so difficult. Even to achieve a lease extension period of five years after the first 11 months, as the experience of last year shows, it is quite possible. And yet, no one is safe from the situation when well-maintained and “untwisted” beaches, which began to bring tangible income, will be transferred to other tenants.

The main expenses of the tenants of the Black Sea beaches are the improvement and cleaning up of the territory. Only 25 people can work on cleaning, but cashiers, administrators, inventory distributors are still needed ...

Rent is the smallest expense. True, the rental cost varies depending on the area in

times. So, in the Yeisk district last year it amounted to 5.45 rubles per square meter. m per year, and in Novorossiysk several times higher - about 30 rubles per square meter. m

The “short-term” tenant earns exclusively on trifles, but there are a lot of these trifles. Rental of beach equipment, per hour: deck chair - 20 rubles, sunbed and umbrella - 30; boats: masks - 20, flippers 30–40, mattress - 30, catamaran - 60 rubles per hour; sale of confectionery and drinks in summer cafes and stalls. The list of options is extensive. Attractions are preserved on many beaches, and if they are not there, you can sublet the sections of the beach to the owners of jet skis, shooting galleries, water slides and other fun. In addition, on the beach you can advertise.

Of course, not every visitor rents a sunbed or an umbrella, “our people” still prefer to bask in the sun, stretched out on their own towel. However, with daily attendance at the beach of 4, 000 people can earn. Tenants claim that more than a quarter of visitors use these or other services. A quarter is 1, 000 people. "Mathematics" is encouraging, but to recoup the mandatory investment for 11 months is still not easy. But if tenants get the beach for long-term rent, some of them will be able to build mini-hotels and other capital buildings or to sublease land for them. Although in this case, construction is far from possible on every beach: the width of some sections does not exceed twenty meters, that is, it is located on the "federal" territory.

The 2006 competition has not yet been completed, but the results are already there: 8 out of 33 beaches have been commissioned in Sochi, 8 out of 9 in Tuapse, 11 out of 18 in Yeysk, and 1 out of 4 in Novorossiysk. The Law of the Krasnodar Territory “On Natural Healing Resources, Health-Improving Areas and Resorts of the Krasnodar Territory” establishes a sanitary protection zone around the resort, covering beaches and an adjacent territory of at least 100 meters wide. On this territory, all types of activities that are not related to the research, use of the resort’s natural resources, construction of facilities, mining and excavation, as well as other actions that may have a harmful effect on the resort’s resources and health are prohibited.

The lease of the land on which the seaside beach is located will be legal only if the beach is rented for work related to beach equipment, shore protection, landslide and anti-erosion works and works aimed at improving the environment, as well as construction and repair of communications and park facilities.

Can a beach tenant charge citizens for access to the beach? No, he can not. In the terminology of the Water Code, the Black Sea is a “public water body”, that is, a publicly accessible object.
