In this article we will try to describe the process of creating a cellular network in stages
1. At the first stage, you will take part in a competition organized by Roskomsvyaznadzor.
The purpose of participation in this competition is the right to obtain a license. This refers to a license to use radio frequencies in a specific band according to a specific standard (for example, the GSM-1800 standard). There are two types of permits: to use range a) throughout the country; b) in a specific region. The decision depends on the Ministry of Communications and Mass Media.
2. At the second stage, you must obtain permission to use the appropriate radio frequency band by the claimed radio-electronic means (RES) at the Main Radio Frequency Center - State Reserves Center. Based on the results of the tender, you send to the State Reserves Center a plan that indicates where the base stations are located and what frequencies from the allocated range will be used by them.
The center begins an “electromagnetic compatibility examination”. In practice, this means coordinating the plan with the security forces. Only after four to five months does the agreed (or non-agreed) plan come from the Main Radio Frequency Center. If the plan comes back uncoordinated, then you are forced to draw up a new plan, and start all over again. This process can drag on for years, say market players, since the legislative deadlines for considering applications have no boundaries.
3. At the third stage, you seek permits from Roskomsvyaznadzor. This means that the positive conclusion of the State Reserves Center within four months should also be confirmed by Roskomsvyaznadzor. If successful, you have a frequency-territorial plan for the deployment of base stations.
4. Next - construction. The location of the towers should be agreed with the builders, no matter what path you take, as the object is classified as hazardous under the existing law (“Criteria for classifying capital construction projects as especially dangerous, technically complex and unique objects”).
There are two ways.
1) You rent the roof of the building, on which you install your antennas.
2) You begin the construction of capital facilities, that is - build a tower or a radio tower, for which it is advisable to immediately draw up a land acquisition.
5. You register the built object as real estate.
6. Install the stations themselves. After the above procedures Install the base stations and hand them over to the regional offices of Roskomsvyaznadzor. The new communications network joins the public communications network. Delivery of objects takes several weeks.
You can teznically build a base station in three weeks. But the heroic efforts of officials turn this primitive and routine process in all civilized countries into a fascinating adventure. Success to you!
